PLANNING Minister Matthew Guy has been accused of changing a planning scheme at the 11th hour to allow family homes to be built on coastline at risk of rising seas.

The Victorian Civil and Administrative Tribunal was set to hear an appeal against the development of eight lots at Narrawong, near Warrnambool, next Monday.

But Mr Guy this week altered the planing scheme covering the area to provide an automatic right to build, meaning there is no longer an ability to appeal.

Environment Defenders Office lawyers yesterday accused the minister of rewriting the rules to avoid VCAT scrutiny.

Mr Guy said the accusations were distasteful and the changes were procedural to rubber-stamp a 2008 Coalition commitment to the landowners.
